GENERAL RULES FOR EXHIBITS:
The following rules and regulations apply to All Departments for exhibits and are supplemented by department rules and division rules.
1. ALL EXHIBITS MUST HAVE BEEN MADE OR PREPARED BY EXHIBITOR WITHIN THE LAST YEAR.
2. Exhibits will be entered and placed on display at the Russell County Fair Exhibit buildings between the hours of 2:00 p.m. & 7:00 p.m. on Sunday, August 31, 2008. Absolutely NO entries will be accepted after 8:00 p.m.
3. There will be only one entry per person per class in all divisions.
4. Judging exhibits will begin at 9:30 a.m. on Monday, September 1. The exhibit buildings will be closed to the public during judging.
5. Exhibits will be removed from exhibit buildings between the hours of 3:00 p.m. and 5:00 p.m. on Sunday, September 7.
6. Any specimen or group of specimens winning first place in a previous Russell County Fair is ineligible.
7. Each entry must be properly tagged for class number, entry number, name and address of exhibitor.
8. Exhibitors must present their portion of entry tags to retrieve returnable exhibits and any prize money.
9. Cash prizes and ribbons as listed will be awarded in each class that has a minimum of three entries. In classes with only one entry, the entry may receive the first placing but with second place money. No prize or ribbon will be awarded to any entry considered unworthy by the judge. In every class, the decision of the judge is final.
10. If Fair receipts are inadequate to permit payment of premiums as listed, the Fair Association reserves the right to reduce the premiums as may be found necessary.
11. Every reasonable precaution will be taken by the Fair Association to protect exhibits against damage or loss. However, the Fair Association assumes NO responsibility in case of loss or damage to person or exhibits from any cause. Upon this condition only is any entry accepted.
12. The Fair Association reserves the right to close any undesirable enterprise on the Fairgrounds.
13. Youth Classes in Crafts, Foods, Clothing and Needlework will be divided in age groups.
14. Any exhibit that deteriorates during the week may be discarded. Premiums will still be awarded and ribbons will be displayed.
15. All items checked in to be judged are expected to remain with the fair until check-out on Sunday.

Bread and Roll Contest

Again this year the Russell County Fair will be participating in the “Red Star Yeast Baking Contest.” Red Star Yeast would like to encourage people to participate in the art of yeast baking. Red Star Yeast coupons are available to all contestants in any food category.
There will be three Red Star merchandise awards to be given to the winners of the yeast bread categories, 1st, 2nd, & 3rd.

Just What is a Chiffon Cake?
The classic Chiffon Cake seems not to come out of an oven, rather from a dream a mile high. It’s as light as a feather, yet also tender and moist - a real cross between angel food and pound cakes. It’s made with whole eggs and usually vegetable oil while angel food cakes use just egg whites and no fat and traditional pound cakes call for whole eggs and butter. This classic post 2nd world war cake is making a resurgence. We’re starting to see it in magazines and food columns, and soon enough they’ll have a cake mix for it!
Meanwhile - the only way to try one is with an old family recipe. We’re in search of the best chiffon cake recipe we can find in Virginia. Dig out those family recipes and contact your local county fair for contest details. Winners from each county fair have a chance to compete for top state honors at the State Fair of Virginia this fall, held in Richmond.
Contest Information - County Fair Level Prizes:
- • 1st place - A gift basket from the Virginia Egg Council will be sent. May compete at state level
- • 2nd place - May compete at state level
- • 3rd place - May compete at state level
Rules:
- • Open to any individual who is a Virginia resident; one entry per person. Participant does not have to reside in county where fair is held. Local fairs are asked to waive any residency requirements. Participants are eligible to participate in ONE contest one time. Entry must be a baked chiffon cake, made from “scratch” - no mixes used. A minimum of 6 large eggs must be used. Frosting or icing is optional. If the cake is submitted frosted or glazed, the recipe for frosting, icing or glaze must be included on the same sheet. Entire cake must be submitted on cardboard/disposable container for judging.
- • Recipe must list ingredients in order of use. Preparation instructions, pan size and cooking time and temperatures, must be included. Written recipe must be printed on one side of page and must be submitted with the baked entry. Reverse side of page must include recipe contestant’s name, address, phone and fax numbers, and email address.
- • This is an adult competition. Should a minor (under 18 years old) chose to enter, he/she will be judged as an adult.
Notes:
- 1) After the whole cake is judged, consider creative uses for the remaining dessert portions you don’t want to display.
- 2) Fairs are in charge of safe food handling procedures.
- 3) A sample judging form is enclosed. Modifications are acceptable.
- 4) Fairs will determine whether or not to share judges’ results with participants.
- 5) Recipes will become the property of the Virginia Egg Council.

ADULT RULES:
- 1. Each specimen must be handwork of the exhibitor produced by him except containers for Potted Plants and Arrangements may be purchased articles.
- 2. Each specimen must be shown in proper division or class.
- 3. Exhibitors must furnish containers for all flower exhibits, containers must be plastic soft drink bottles no larger than 16 oz. size & no smaller than 12 oz. size. NO GLASS CONTAINERS.
- 4. Cut flowers and Potted Plants will be judged for perfection of bloom and foliage. Arrangements will be judged for perfection of bloom, quality or arrangement and suitability of containers for flowers.

RULES:
- 1. All exhibits must be in clean, heat-treated, standard canning jars with new lids and rings. Rusty lids, peanut butter, mayonnaise and pickle jars will not be accepted.

ART RULES:
- 1. Each specimen must be the work of the exhibitor, except frames and mats may be purchased items. No paint by number or other similar work will be accepted.
- 2. Only one entry per person in each category.
- 3. Each entry must be numbered and tagged at check-in. The name of the artist must be on the entry tag.
- 4. Each framed work must have an attached hangar which will support the weight of the artwork.
- 5. Photographs which are not framed must be mounted on paper or mat.
- 6. School projects must be pre-mounted on large poster boards or large construction paper. A maximum of three posters/papers per class will be accepted. The overall project shall display the name of the school, teacher and grade. If the project consists of a collection of individual art works, the name of each student shall be shown on the front of each work.
